Big Bank Bail Out

Why are the government representatives having such a hard time passing the bail out plan for mortgages in the US. The plan seems to be a good plan for everyone when you listen to the news but is this a ploy for publicity for the upcoming election. Perhaps a final swan song of the egotistical Bush intent on making his mark on the history of the country?
